Law No. (3) of 2021 Concerning the Automated Alarm System and Information Programme

Automated warning system and information program for special establishments in the Emirate of Abu Dhabi

Law No. (3) of 2021 was issued regarding the automated warning system and the program for private establishments in the Emirate of Abu Dhabi, bearing new standards that are binding on all private sector establishments, imposing penalties against any establishment that violates or does not comply with what is stated in it.


Content of the Law : The law creates obligations for all private sector establishments, without exception, regardless of their field of work or the size of their facilities, to install an automated warning system and use an information program, according to specific principles and mechanisms in accordance with the text of the law and its executive regulations, and all establishments must adjust their conditions in line with the requirements of the law during Three months from the date of its enforcement, under penalty of imposing a fine of up to (500,000) for five hundred thousand dirhams against violators or those who fail to implement the instructions of the law.

- The law defines an automated warning system as:

A device or group of devices and software that are used to alert and warn in the event of any threats


- The law defines the information program as: An electronic program prepared by the competent authority to enter and organize data and information related to the activities and works of private establishment .


- Scope of application of the law:

This law applies to all private establishments defined by law as follows:


Establishments licensed by the Department of Economic Development to engage in commercial, industrial, craft, professional, agricultural, service or any other economic activities.


-The law also specifies the service providers that are allowed to provide these systems and programs to private facilities which are as follows:


-The service provider is: the natural or legal person authorized by the competent authority to provide technical solutions for the information program, and to supply, install, provide or operate an automated warning system.


The law obliges companies and establishments to install automated warning systems and adopt information programs, and this is something that is imposed on them under the penalty of imposing large financial fines, however, it is not permissible to be negligent or not to comply, or even to be unable to be ignorant of the existence of the law and what it impose
